Oscar, who resembles one of the Ghosts from Pac-Man, is a uniquely designed power adapter made by Nonydesigns.  Oscar’s main function in life is to protect your children from all the nasty power adapters that you already have in your extender plug.  Since all the plugs are on the underside they are slightly out the way of children.
